Datsueba is a demon who appears in the Episode 8 "The Ogre of the Underworld: The Circuits That Lead to Hell". According to the ghost diary the demon was luring people who had become lost onto the road of the underworld, to the the boats of the Sanzu River and then forced them to enter in a boat to cross the river, in other words to the underworld. However, it seemed that her activities were stymied with the installment of lights and and road signs in the city. She now uses a legendary Internet site called Yomi-Net to operate the same scheme, in which Leo nearly becomes a victim. The way to defeat her is to present a talisman, and chant a wish to go back home.

It lures those who have become lost onto the Road [of the Underworld], then takes them to the River Sanzu. To make it back alive from the Road of the Underworld, hold up the talisman and chant that you want to go home" - Kayako's diary
In Japanese Buddhist folklore, Datsue-ba (脱衣) is an old woman who sits by the river Sanzu, to lead the dead to discard their clothes, and then she guides them across the river.
